A one-year Career and Technical Education Limited Duty Special Permit may be renewable annually for no more than five (5) years to an applicant who:
- Is recommended by the Hawaii Department of Education to provide instruction in career and technical education in Hawaii public schools;
- Holds a valid trade/industry license or certification, if such a license or certification exists for the trade/industry; and
- Has completed three (3) years of satisfactory full-time trade/industry experience in the field in which instruction will be offered.
CTE Limited Duty Special Permits may be renewed each year provided the permit holder applies for the permit and continues to meet the requirements of the permit. Your permit expires on the last day of the school year in which it is issued. You must reapply for the CTE Limited Duty Special Permit every year, up to five years.
The following documents are required for the CTE Limited Duty Special Permit Application. Applicants should periodically check our website for changes to the requirements/documentation and availability of our online licensing system.
1. A completed application
Download the application for the CTE Limited Duty Special Permit. Submit your original signed and dated application to HTSB with supporting documents.
2. If you answer "yes" to a question in the Professional Fitness section on the application, Section 2, you must submit the following documentation with your application:
a) Your signed statement with full explanation for each circumstance or incident, including the state in which the complaint, lawsuit, investigation or adverse action occurred and the disposition of the matter, as well as relevant explanation of the circumstances;
AND
b) Certified copies of official court records for criminal convictions and official or notarized copies of documentation of other matters;
AND
c) Two letters of recommendation addressed to the Hawaii Teacher Standards Board from people who have known you in a professional capacity within the last five years. References must provide their telephone and email contact information so their letters can be verified.
Additional documentation may be requested after the evaluation of your documents.
NOTE: Failure to disclose information or providing false or deceitful answers can lead to denial of your application, adverse action on the permit, and/or criminal prosecution.
3. Payment of the fee to practice the profession of teaching.
The permit fee of $48 (forty-eight dollars) is the last requirement for your CTE Limited Duty Special Permit. You must submit a cashier's check or money order made payable to the Hawai'i Teacher Standards Board (HTSB) with your application. Currently, teachers employed by the Hawaii Department of Education will have the permit fee deducted by mandatory payroll deduction and do not have to submit payment. However, applicants should check our website for revisions to the fee payment procedure once HTSB's online licensing system is launched.
