HTSB cannot complete the processing of your CTE Permit Application until you meet all of the following minimum requirements:

1. The Hawaii Department of Education must submit a Recommendation to Receive Career and Technical Education Special Permit directly to HTSB on your behalf.
2. You must possess a valid trade/industry license or certification, if one exists in the trade/industry in the field in which instruction will be offered.
3. You must have three (3) years of satisfactory full-time experience in the field in which instruction will be offered.
4. You must meet the Professional Fitness requirements listed on the application, Section Two.
5. You must pay the permit fee to practice the profession of teaching.

The effective date of your permit will be the date when you meet all requirements and submit all required documentation. Please periodically check our website for any revisions to permit requirements and watch for announcements about the launch of the online application system.
