LICENSE EXTENSION & RENEWAL

All teachers need to renew their license online.  Click here to create your personal HTSB account or to login to your existing HTSB account if you have already registered with our system.  After creating your account, you can complete the renewal process from within your personal HTSB account.  With online renewals, your information is automatically updated in the HTSB database.  Remember, the law requires all public school teachers to hold a current, valid license. 

To keep your license current, you must pay your license fee.  Hawaii DOE payroll deduction of license fees ended on June 30, 2010.  You  now pay your license fee online by credit card or eCheck using a payment plan.    Login to your HTSB online account to start the payment process. You may also pay your balance in full by submitting a cashier's check or money order to the HTSB office.

When you login to your personal HTSB account, the system will indicate the “balance due” on your current license. If your current license has a balance due, that amount must be paid before the system will allow you to renew your license. After you pay the balance due, a button will appear that allows you to renew your license. You will not see the balance due until you begin your payment plan.  Your license may show current dates even though you have not keep your license fee current.  You may renew your license up to six months prior to your expiration date.

 

THREE YEAR EXTENSIONS: Only for teachers with licenses expiring up to and including June 30, 2010

Teachers with a license expiring prior to July 1, 2010 must submit a paper application for an extension of their license prior to the expiration date.

Submit your extension application in hard copy to the Hawai'i Teacher Standards Board via DOE pouch or US mail.  Even if your extension application was submitted in hard copy, you may still pay online.  You may also submit a cashier's check or money order in the amount of $144 for the three year extension to the HTSB office.

 

RENEWALS: Only for teachers with licenses expiring on or after July 1, 2010

All teachers with a license expiring July 1, 2010 or after must apply for a renewal to maintain their teaching license.   Click here to access the HTSB system to renew your license.

You may submit your HTSB Renewal Application six months prior to expiration of your current license.  If it has been more than six months since the expiration of your license you must submit a paper application.  You will still be able to pay online.

The renewal application is to be completed online:

1) Click here for the application which can be completed online.  When you renew your license using the online system, you do not have to submit paperwork to HTSB, as our office automatically receives your application when it is completed online. Remember, when you use the online system to renew your license, your information is instantly updated in the HTSB database.  If you use the paper application (HTSB Form RA1010), your information will be updated after your document is evaluated by the Licensing Section.  Processing times vary, and paper applications are evaluated in the order received.  We encourage you to apply online for your renewal.

Complete and keep the following two forms before submitting your renewal application. When completing the renewal application you will be asked to affirm that you have completed these forms.  In the event you are audited you will be asked to submit them to HTSB.  Do not submit any renewal documents  unless you are contacted to be audited:

HTSB Form RA 4010 (Verification of Experience for Renewal):  Download and complete this form, have it signed by your supervisor, and keep in your personal files in the event you are audited.  You do not submit this form to HTSB unless you are audited.  

HTSB Form RA 5010 (Verification of Satisfying Hawai`i Teacher Performance Standards Documentation):  Download and complete this form and keep it in your personal files in the event you are audited.  You do not submit this form to HTSB unless you are audited. For this form, teachers holding a valid Hawai`i teaching license on or before July 1, 2002, may use activities completed since that date.  Teachers licensed by HTSB after July 1, 2002, may use activities completed since the issuance of their first license.  If you are using your PEP-T and it was completed more than a year before your license renewal, you must also verify that you continue to meet the standards by completing this form.

You must complete both the Verification of Experience for Renewal (which includes your supervisor's signature) and Verification of Satisfying Hawai'i Teacher Performance Standards (which includes supporting documentation) before submitting your online or paper Renewal Application to HTSB.

NOTE:  You should retain a copy of all forms and supporting documentation, including verification documentation relating to Form RA 5010.  In the event you are selected for a random audit, all documentation must then be submitted to HTSB.  Teachers are eligible for audit up to one year past the new effective date of their renewed license.  For example, if a teacher's effective date of their renewed license was July 1, 2010, they are eligible for audit through June 30, 2011.

EXPIRATION QUESTIONS:  

What do I do if my license expires prior to July 1, 2010?

You need to submit an application for a three-year extension. Download and complete the Extended License Application.

How do I know when my license expires?

Check your current license for the expiration date. If you do not have your license, you may look it up using the Public Search feature on our website, which can also be accessed from our homepage.

If not, email the Licensing Section at licensingsection@htsb.org. The Licensing Section will respond to you as soon as possible.

What is the difference in an extension and a renewal?

Three-year extensions are issued to teachers holding a license that expired on or before June 30, 2010.  

Five-year renewals are issued to teachers holding a license that expired on or after July 1, 2010.

RENEWAL QUESTIONS:

Who has to renew their license?

A teacher with a license that expires on July 1, 2010 or after, needs to complete the renewal process.  If your license expired prior to this date, you must submit an application to extend your license.

What happens if I don’t renew my license?

To comply with State law, you must renew your license to remain eligible for employment in Hawaii’s public schools.  

How far in advance can I submit my renewal application to HTSB?

Renewal applications can be submitted six months prior to the expiration of your current license.  

Why did HTSB change the requirements?

The renewal process was revised to align with statutory requirements to verify teachers meet all ten Teacher Performance Standards, and have had satisfactory experience within the last five years prior to renewal.

How do I renew my license?

To apply for a renewal online, you must create your personal HTSB account.  By applying online, your application is entered into the system and your information is updated instantly.

If you submit the paper application Form RA1010 (Application for Renewal of Hawaii Teaching License), your application information will be manually entered by the Licensing Section.  Paper applications are processed in the order received and you may experience additional processing time.

Can I submit my renewal application to HTSB via the webpage?

With online license renewal now available, the HTSB automatically receives your application, and you do not have to submit any other document.

What must I submit to HTSB to renew my license?

Complete the online renewal application by clicking the "Renew" button in your personal HTSB account webpage.  You must create an account with HTSB to renew and pay online, using one of the payment plan options listed.  Once you renew and make payment, you will be mailed your printed license certificate.  There is no need to submit additional paperwork when you renew online.

I want to pay online, but there is no “renew” button—what do I do?

If your page does not display a “renew” button, this means that you still have a “balance due” on your account.  When the balance due is paid, then the “renew” button will appear on your HTSB account screen.

What do I keep for my records?

Keep a copy of your application, the two other required forms (Forms RA 4010 and RA 5010), as well as any documentation for meeting the standards that you listed on Form RA5010.

I submitted my application and later received notification from HTSB that it is incomplete. Will I be penalized if I can't complete it before my license expires?

HTSB uses the date that a form is received as the official date for the form, not the date that the Licensing Section processes the form.  No teacher will be penalized because of a backlog in processing the form. 

Will the HTSB check the answers on the Professional Fitness questions for every application, or only on those selected for audit?

HTSB confirms the Professional Fitness answers for every application submitted. An audit will focus on the verification of experience and verification and documentation of meeting the Hawaii Teacher Performance Standards, which teachers should keep in their personal files.  Please note that the application asks about incidents that occured since July 1, 2002.  If you had an incident prior to that date you do not report it.  If you have previously submitted Professional Fitness documentation to HTSB you do not have to resubmit, and should indicate that on your application.  

Who has to sign my Verification of Experience for Renewal Form?

If you have been a Hawaii Department of Education employee during the last five years HTSB can verify your employment.  A signed PEP-T form will also be accepted as proof of employment. Otherwise, an authorized school or district official can sign your form. For example, your Principal, Superintendent or Headmaster.

PAYMENT QUESTIONS:

How do I pay for my renewal?

You will make payment directly online at the HTSB website by eCheck or credit card by choosing a payment plan provided on the website.

You may also submit a cashier’s check or money order for the full amount to the HTSB office.

How will I know how much to pay for my license fee?

The system automatically calculates the balance of your license fee and allows you to choose the payment plan.

MISCELLANEOUS QUESTIONS:

Can I really use my PEP-T to meet the renewal Hawaii Teacher Performance Standards requirement?

Yes, as long as you received a “Satisfactory” rating in all areas.

What if I completed my PEP-T over a year ago?

You should ask your supervisor to verify that you still have “satisfactory” status.  Click here for a sample of this verification.

How do I get a copy of my last PEP-T evaluation?

If you do not have a copy in your personal files, you should ask your school for a copy. HTSB does not have a copy of your PEP-T. You do not submit the PEP-T to HTSB unless you are audited.

I am not a Hawaii DOE employee--can I use another performance evaluation to meet the standards?

Yes, but it will be your responsibility to explain how your evaluation meets one or more of the Hawaii Teacher Performance Standards.

Do I still use the orange packet previously distributed by HTSB?

No, the process has been revised and the orange packet is now obsolete.

If I participated in the Renewal Pilot Project am I entitled to a renewal?

Yes, HTSB has your name on file and participation in the Pilot Project verifies that you meet all ten Teacher Performance Standards. You should list the "Pilot Project" as your activity for each standard on Form HTSB RA5010.

However, in order to receive your renewal, you must complete both HTSB Form 4010 (Verification of Experience for Renewal), HTSB Form RA 5010 (Verification of Satisfying Hawai`i Teacher Performance Standards Documentation), and your application which is now available online. You apply online, but keep the two forms in your personal records.

Do I still have to earn 60 points to receive a renewal?

No.

Do I still have to submit a Professional Growth Plan and a Reflection paper?

No.

How do I know what kind of documentation to keep for the Verification of Satisfying Hawaii Teacher Performance Standards Documentation Form?

Documentation requirements are listed in Column 3 on Form RA 5010.
