"Troops to Teachers" is a Department of Education-Department of Defense federal program. It assists eligible military personnel to begin new careers as teachers in public schools. The Military Spouse Career Advancement Accounts (MyCAA) is sponsored by the Department of Defense. It provides financial assistance for eligble military spouses who are pursuing associate degree programs, licenses or credentials leading to employment in portable career fields. The Hawaii Teacher Standards Board issues three types of licenses. You may also add a field to an existing license and request to have your name changed on your license. Click below on the green links or use the orange navigation bar above for more information.

PROVISIONAL THREE (3) YEAR LICENSE:
You must reapply for the Provisional License every year, up to three years.
1. Submit the Provisional Hawaii Teaching License Application.
If you answer "yes" to any question in the Professional Fitness Section of the application, you will be notified to submit additional documentation.
AND
2. Submit verification that you completed a State Approved Teacher Education Program (SATEP).
If you completed a SATEP in Hawaii prior to 2002 or in another state at any time, submit the Institutional Recommendation.
OR
If you completed a SATEP in Hawaii since 2002, your institution will verify your teacher education program completion to HTSB, and you do not have to submit the Institutional Recommendation.
OR
If you completed a non-U.S. SATEP, submit an evaluation of your foreign transcript from a transcript evaluation company that is a member of NACES. A listing of companies may be found at http://www.naces.org/members.htm. Submit this with your application.
AND
3. Either:
If you passed the Hawaii content licensure test in the field of your SATEP submit official score report. Check the Praxis Chart for the correct tests;
OR
If you completed a SATEP in another state submit official score report for the licensure content test in that state
OR
If licensure tests do not exist in your license field, then you must submit evidence of a major or thirty credit hours in the field of your SATEP. Submit an official transcript or notarized copy with your application.
AND
4. Pay your license fees.
HTSB's licensing system offers payment plans via eCheck or credit card online once you meet all other requirements. You are also able to pay the full amount via mail to the HTSB by cashier’s check or money order.
STANDARD FIVE (5) YEAR LICENSE:
There are multiple routes to obtain the Standard License. Find the category (A - F) that describes your preparation and license background and submit the documents listed for your category:
Category A: Applicants who have will complete a State Approved Teacher Education Program (SATEP) prior to applying for a license but do not yet hold a teaching license in any state must submit:
1. Submit your Hawaii Standard Teaching License application online by clicking here. You may also download the paper application for the Standard Hawaii Teaching License. If you choose the paper option please allow for additional processing time.
If you answer "yes" to any question in the Professional Fitness Section of the application, you will be notified to submit additional documentation.
AND
2. Submit verification that you completed a State Approved Teacher Education Program (SATEP).

Category B: Applicants who completed a SATEP and hold a teaching license in another state must submit:
If you were licensed in another state within the last five years:
1. Submit your Hawaii Standard Teaching License application online by clicking here. You may also download the paper application for the Standard Hawaii Teaching License. If you choose the paper option please allow for additional processing time.
If you answer "yes" to any question in the Professional Fitness Section of the application, you will be notified to submit additional documentation.
AND
2. A copy of your out of state teaching license to HTSB.
If you were licensed in another state more than five years ago:
1. Submit your Hawaii Standard Teaching License application online by clicking here. You may also download the paper application for the Standard Hawaii Teaching License. If you choose the paper option please allow for additional processing time.
If you answer "yes" to any question in the Professional Fitness Section of the application, you will be notified to submit additional documentation.
AND
2. Either:
HTSB's Confirmation of Licensure and Certification Tests Taken, send it to your out of state licensing agency. If the agency confirms that you completed a State Approved Teacher Education Program and that you passed licensure tests in basic skills and content knowledge, you will not have to submit any other documentation. If your state does not confirm that you completed a SATEP, you will have to submit the Institutional Recommendation to HTSB. If your state does not confirm that you passed licensure tests in basic skills and content knowledge, you will have to take the Hawaii Praxis tests in the missing category and submit official Praxis score reports to HTSB
OR
Submit your official transcript which shows you completed a SATEP; your official out of state licensure test scores in basic skills and license field; and a copy of your out of state teaching license.
Category C: Applicants who hold a license in another state, but did NOT complete a State Approved Teacher Education Program must submit:
1. Submit your Hawaii Standard Teaching License application online by clicking here. You may also download the paper application for the Standard Hawaii Teaching License. If you choose the paper option please allow for additional processing time.
If you answer "yes" to any question in the Professional Fitness Section of the application, you will be notified to submit additional documentation.
AND
2. A copy of your current, valid teaching license from another state with your application;
AND
3. Verification of Qualifying Experience Form, showing at least 3 years of full-time, satisfactory teaching experience within the past 7 years. Submit this form to your employer and ask them to send it to HTSB.
AND
4. Passing scores for Hawaii licensure tests in basic skills and content knowledge in the same teaching field on your out of state license. Submit official Praxis score reports to HTSB. Check the Praxis Chart for the correct tests.
Category D: Applicants who hold a valid teaching license and a valid National Board For Professional Teaching Standards (NBPTS) Certificate must submit:
1. Submit your Hawaii Standard Teaching License application online by clicking here. You may also download the paper application for the Standard Hawaii Teaching License. If you choose the paper option please allow for additional processing time.
If you answer "yes" to any question in the Professional Fitness Section of the application, you will be notified to submit additional documentation.
AND
2. A copy of your current, valid out of state teaching license with your application;
AND
3. A copy of your current, valid NBPTS certificate with your application.
NOTE: NBPTS certified teachers are not required to submit any test scores.
Category E: Applicants who received the Meritorious New Teacher Candidate (MNTC) Designation on their valid teaching license must submit:
1. Submit your Hawaii Standard Teaching License application online by clicking here. You may also download the paper application for the Standard Hawaii Teaching License. If you choose the paper option please allow for additional processing time.
If you answer "yes" to any question in the Professional Fitness Section of the application, you will be notified to submit additional documentation.
AND
2. A copy of your current, valid out of state teaching license with the MNTC designation with your application.
NOTE: MNTC applicants are not required to submit any test scores.
Category F: Applicants who completed a a non-U. S. SATEP must submit:
1. Submit your Hawaii Standard Teaching License application online by clicking here. You may also download the paper application for the Standard Hawaii Teaching License. If you choose the paper option please allow for additional processing time.
If you answer "yes" to any question in the Professional Fitness Section of the application, you will be notified to submit additional documentation.
AND
2. Submit an evaluation of your foreign transcript from a transcript evaluation company that is a member of NACES. A listing of companies may be found at http://www.naces.org/members.htm. Submit this with your application.
AND
3. Passing scores for Hawaii licensure tests in basic skills and content knowledge in the field of your SATEP. Submit official Praxis score reports to HTSB. Check the Praxis Chart for the correct tests.
All applicants must pay the license fee.
HTSB's licensing system is now online, and payment can now be made via eCheck or credit card online once you meet all other requirements. You are also able to pay the full amount via mail to the HTSB office by cashier’s check or money order.
ADVANCED TEN (10) YEAR LICENSE:
1. Submit the Advanced Hawaii Teaching License application form.
If you answer "yes" to any question in Section 2 of the Professional Fitness Section application, you will be notified to submit additional documentation.
AND
2. Submit proof of one of the following with your application:
An official transcript verifying you received a master's, specialist or doctoral degree from a regionally accredited institution. This degree must be in an area relevant to the teaching field for which a license is sought or a field that improves the practice of teaching. You may not use a degree that was used to obtain a Standard License to also obtain an Advanced License.
OR
A copy of your current, valid National Board for Professional Teaching Standards (NBPTS) certificate and a copy of your current, valid out-of-state teaching license. Hawaii licensed teachers do not need to submit a copy of their Standard License or their NBPTS certificate if it was earned while a Hawai'i licensed teacher.
AND
3. Submit the HTSB Verification of Qualifying Experience for Advanced License form to document five (5) out of your last eight (8) years of satisfactory full-time teaching experience in the state which issued your Standard License.
AND
4. Pay the licensing fee. Note that since the Advanced License is valid for a term of ten years the fee is $480. Currently, Advanced License applicants using the online system for payment may pay for the first five years of the license either in full or $48 per year. At the five year point, the remaining $240 will be due. Advanced License applicants paying by cashier's check or money order directly to the HTSB office must pay the full amount of $480.
