Each state is responsible for approving State Approved Teacher Education Programs (SATEP) that are domiciled in their state. The HTSB only approves programs domiciled in Hawaii. If the program you complete is a SATEP from any state then you may use it to apply for your Hawaii license. If you are planning to enroll in an out of state or online SATEP, you should obtain written verification from both the institution and the state agency which issues teaching licenses in the institution's home state that the program is a State Approved Teacher Education Program leading to licensure in that state in the field and grade level in which you are planning to teach. You should also be sure to verify that the program requires you to obtain a license and take teacher licensure tests in the institution's home state.
Each year, the HTSB submits a report to the U. S. Secretary of Education to report on the preparation of teachers in Hawaii.
