Proposed changes to licensing rules

The HTSB's proposed changes will allow career and technical instructors who are not teacher-trained to continue to provide instruction in these areas

Limited Duty Special Permit

Individuals can receive a limited duty special permit to provide instruction in career and technical education provided the individual submits the following:

- A valid industry license or certification in the field in which instruction will be offered

- Documentation of three years of satisfactory full-time experience in the field in which instruction will be offered.

Limited Duty Special Permits for these individuals will continue to be offered provided:

- The DOE's annual report to the board includes career and technical education as an official shortage area;

- The DOE suspends its requirement of a baccalaureate degree for career and technical education emergency hires;

- The university system offers courses to prepare a permit-holder for classroom instruction and classroom responsibilities;

- Funding is available to ensure that coursework, support, and resources can be provided to permit holders.

Limited Duty Special Permits are renewable annually for up to five years provided that the instructor submits evidence showing progress toward satisfactory completion of required coursework, tests, and other measures identified by the Board.

The Hawaii Teacher Standards Board was created to improve the quality of the teaching profession by ensuring that teachers hired in the State of Hawaii are fully licensed and qualified to teach in the subject area(s) in which they were hired.
