Positive public response to HTSB proposed rule changes

The final public hearing on the HTSB's proposed rule changes was held on Molokai. Since then, tapes of the hearings have been transcribed and reviewed along with written testimony submitted.

In studying the comments received from teachers, teacher educators and school administrators, it is clear that the proposed changes were well received. Specifically,

  • The changes affecting those holding valid out-of-state teaching licenses were strongly supported.
  • Support was also expressed for the proposed 3-tiered licensing system and the Code of Ethics for P-20 educators.

The Board will now refine the rules as needed and send them to the Attorney General and the Governor for final approval. Once final approval is obtained, the new rules will take effect.

In anticipation of the new rules, the HTSB staff is preparing for the processing of new applications from teachers who may meet the licensing requirements under the new rules.

Teachers who think they may be affected should regularly visit this website for announcements about the new application forms they will need to submit and the deadlines for submittal.
